The game does feature the Florist of Sai, who players know from the main series, but none of the major characters from the other Yakuza titles make an appearance. The game takes place in Kyoto and is set in the Edo period in 1605. It follows Miyamoto Musashi, a historical Japanese swordsman, but with a Yakuza twist — Musashi is physically the same in appearance as Kazuma Kiryu, although obviously, he wears the proper dress and hairstyle of the era.

Just like Kenzan, Ishin also only came out in Japan, with Western players able to buy an imported copy to experience it for themselves on either platform, due to the PS4 being region-free as well.
